Regulation of Silkroad Agricultural Education and Research Innovation Alliance

  I  General Provisions

  1. Alliance Name

  1.1 English Name: Silkroad Agricultural Education and Research Innovation Alliance

  1.2 Shortened Name:SAERIA

  2. Mission

  Adhering to the Silk Road spirit and carrying forward the principle of "peaceful cooperation, openness and inclusiveness, mutual learning and win-win progress", the alliance will commit itself to personnel training, scientific research, technology extension, people-to-people exchange, policy research, etc. as well to jointly accelerating the mutual-beneficial and inter-connected development of agricultural education and technology research in countries and regions along the Silk Road through setting up cooperation platform, innovating cooperation mechanism and strengthening resource sharing.

  3. Nature

  SAERIA is a non-governmental, non-profit, open and international multilateral cooperation platform initiated by Northwest A&F University and voluntarily joined by agriculture universities, institutions and enterprises from countries and regions along the Silk Road.

  II  Institutional Framework

  4. General Assembly

  4.1 General Assembly is the highest decision-making body of the Alliance;

  4.2 Responsibilities of the Alliance General Assembly includes reviewing and revising the Alliance Regulation, reviewing the alliance work report, discussing and deciding on other major issues;

  4.3 Alliance General Assembly is held every 3-4 years with any member of the alliance applying to undertake. The venue and content of the assembly shall be determined by the permanent council and the undertaker.

  5. Permanent Council

  5.1 SAERIA Permanent Council is the routine operating organization of the Alliance when the General Assembly is not in session and its members are elected in the General Assembly;Permanent Council performs the management and other functions stipulated in the Alliance Regulation;

  5.2 The term of office of the permanent council is four years;

  5.3 The permanent council meets once a year;

  5.4 The permanent council shall actively promote the friendly cooperation among the members and organize related exchange programs.

  6. Secretariat and Secretary-general

  SAERIA sets its secretariat in Northwest A&F University to operate and manage the routine business of the Permanent Council and A&F President acts as the Secretary-general of the Secretariat.

  III Membership

  7. Natural Member

  The Alliance sponsors are the natural members of SAERIA;

  8. Acceding Members

  After the establishment of the alliance, agencies with the intention to join may submit an application to the secretariat of the alliance, and their membership shall be approved by2/3 or more of the Permanent Council members.

  9.Rights of Members

  SAERIA Members can

  9.1 share information resources such as policies, technologies and literature owned by the alliance;share

  9.2 participate in the General Assembly and other alliance activities and undertake the activities related to the alliance;

  9.3 present proposals to the Permanent Council and the General Assembly of the Alliance and participate in the discussion of relevant issues;

  9.4  indicate membership in the appropriate media or related activities;

  9.5 use Alliance badges, logos and all other landmarks in a reasonable manner, without prejudice to the interests of the Alliance and other Alliance members.

  10. Member Liability

  SAERIA Members shall

  10.1 abide by the regulation of the alliance and maintain the reputation of the alliance;

  10.2 participate in the activities of the Alliance and follow the relevant provisions of the activity;

  10.3 provide information required by the Alliance or its activities;

  10.4 maintain the reputation or interests of other alliance member.

  11.The Alliance does not guarantee the conduct of members and the actions between members, nor does it assume any responsibility for the actions of members and the consequences of acts between members.

  IV Funds

  12. The daily operation expenses of the alliance, including website construction and maintenance, communication, etc., shall be borne by the secretariat.

  13. Alliance assembly, forums and related event expenses for venues, equipment, materials, translations, stationery, local transportation, visits and banquets, etc., shall be raised by the organizers or sponsoring companies and other institutions; international travel, accommodation and food expenses shall be borne by each member.

  V Cooperation Content

  14. Talent cultivation

  Members will cooperate in international students education, teachers and professionals training, joint cultivation of students, and the school running.

  15. Scientific research and technology extension

  The Alliance will regularly hold forums and seminars, establish various forms of scientific and technological innovation platforms and technology promotion platforms, advance research coordination and technology extension in dry-land agriculture, food safety, healthy breeding, global climate change and its combat, ecological environment construction, water-saving agriculture, agricultural machinery, agriculture history, etc.

  16. People-to-people exchange

  In line with the principle of equality and mutual trust, and following the national and religious customs of respective countries and regions, various activities like knowledge contests, cultural experiences, sports competitions, cultural and arts festivals shall be held to promote cultural and people-to-people exchanges.

  17. Policy research

  Alliance members are encouraged to conduct collaborative research  on the laws and policies related to agriculture and to offer suggestion to law and policy developing, perfecting and mutual learning.

  18. The benefit-sharing of cooperative research results, patents and  intellectual property rights and other property rights promoted by the Alliance shall be determined by the partners themselves.

  VI Supplementary provisions

  19. This Regulation shall come into force upon the approval of the General Assembly of Alliance.

  20. Content of the Regulation shall be interpreted by the Alliance secretariat.
